Most learners estimate their Chinese from how many characters they recognise, and characters are the least reliable measure there is. Recognition is passive, tones are invisible in a character, and grammar does not show up in a character count at all. What actually predicts an HSK result is the band where your accuracy falls apart.

Three or four correct means you own that band. Two means it is shaky. One or zero means that band is where your study should start.
Chinese difficulty does not climb in a straight line. HSK 1 and 2 are almost entirely about surviving tones and the basic subject verb object frame. HSK 3 and 4 are where grammar particles arrive and word order stops matching English. HSK 5 and 6 are where the load moves to abstraction, fixed four character expressions and written register that never appears in speech.
So the twenty four questions are split four to a band and spread across the skills the exam actually rewards: pinyin accuracy, vocabulary in context, grammar choice, and the meaning of a whole sentence. Your level is the highest band where you answered at least three out of four. That threshold matters because with four options a pure guess already earns one point in four on average.

These are the targets from the older six level standard, which is still what most learners mean when they say HSK 4. The newer nine level standard raises the vocabulary requirements considerably and adds an explicit handwriting component, so a level number on its own is worth less than it used to be. What has not changed is the shape of the climb: the gap from HSK 4 to HSK 5 is the largest single jump in the whole ladder.
Fix tones now, before the vocabulary gets big. Tones learned wrong at two hundred words become two hundred words that need re-learning at two thousand, and almost nobody goes back to do that. Learn every new word with its tone attached as one unit, and get the third tone rules into your ear early, because they are the ones that change how a word actually sounds in a sentence.
This is the particle wall. 了 alone accounts for a huge share of the mistakes at this level, because it does two unrelated jobs and textbooks introduce both under one heading. Slow down here rather than pushing vocabulary. Grammar you half understand at HSK 3 turns into sentences you cannot parse at HSK 5.
Coverage stops being the bottleneck and reading speed takes over. At this stage your practice should be timed, and it should include material you did not choose, since the exam will not let you pick a comfortable topic. Add fixed expressions deliberately, because they are recognition items that no amount of grammar logic will let you decode on the spot.

How do I know what HSK level I am?
Test upward until your accuracy collapses. Start at HSK 1 and keep climbing while you can answer roughly eighty percent correctly. The last band you cleared is your working level, and the first one you failed is where study should begin.
Is HSK 4 fluent?
No, but it is useful. HSK 4 is roughly where everyday conversation works and simple articles become readable, which is why many universities treat it as a working minimum. HSK 5 is where news and film open up, and HSK 6 is where abstract writing becomes readable.
How long does it take to reach HSK 4?
Common working estimates for a learner with no character background are around 150 hours through HSK 1 and 2, another 250 to 350 hours to HSK 3, and roughly 600 to 800 hours in total before sitting HSK 4 with confidence. Tones and characters eat the early hours. Vocabulary volume eats the later ones.
Does this test cover listening?
No, and that is a real limit. Listening is where tone errors surface, and a learner who reads at HSK 4 but hears at HSK 2 will be surprised on exam day. Treat this result as your reading and grammar level.
